NGO “GIRLS” offers to provide a proposal for health insurance, life insurance and accident insurance services for project personnel.
Services are procured within the framework of the projects:
Activities are implemented by NGO “Girls” in partnership with Humanity & Inclusion and Terre des hommes with the support of the Humanitarian Fund for Ukraine (UHF)
The project “Providing integrated protection assistance and cash support for persons living in frontline areas, vulnerable IDPs, women, children and families in the northern, eastern and southern regions of Ukraine (SP1, SP2, SP4)” is implemented by NGO “Girls” with the financial support of the Humanitarian Fund for Ukraine.
Deadline for submission of proposals: June 15, 2026 by 23:59 Kyiv time
Complete applications must be submitted in Ukrainian in one copy with the following marking:«PF.UHF-Girls-2026-04 Послуги медичного страхування, страхування життя та страхування від нещасних випадків для персоналу проєкту» to the e-mail address [email protected] no later than June 15, 2026, by 23:59 Kyiv time.
This Request for Proposal is announced for the purpose of concluding a contract for the purchase of health insurance, life insurance and accident insurance for project personnel with the details set out in the Terms of Reference, which is an integral part of this Request.
Period of provision of services: June 2026 - April 2027.
Please submit a proposal containing the following list of documents:
A valid document on state registration.
A valid document confirming the participant's stay on the relevant taxation system.
A duly completed and signed Annex A. Supplier's registration form signed in PDF format
A duly signed Annex B. Technical specification
A commercial proposal including a detailed cost calculation:
the cost of health insurance for 1 insured person;
cost of life insurance and accident insurance for 1 insured person;
cost per 1 person-month of insurance coverage, if such a calculation model is used;
detailed calculation of the cost according to the number of personnel;
description of insurance coverage;
insurance amounts;
coverage limits;
list of exclusions;
terms of consideration of insured events;
terms of insurance payments;
procedure for receiving insurance payments;
conditions for changing the cost in case of a change in the number of insured persons;
additional insurance options, if any, are offered.
Copy of the license to provide insurance services in accordance with the legislation of Ukraine.

The participant must provide a description of the health insurance program, which must include:
list of medical services included in the insurance coverage;
list of medical services not covered;
list of clinics, medical institutions or partner network;
possibility of receiving medical care in the regions of project implementation;
procedure for applying for medical care;
conditions for compensation of expenses in case of self-payment of medical services;
conditions for coverage of military risks;
procedure for applying for medical care;
conditions for adding and excluding insured persons;
presence of a deductible, limits or other restrictions.
The bidder must provide a description of the life and accident insurance program, which must include:
sums insured for each type of coverage;
procedure for determining the amount of insurance payment;
list of documents required to receive insurance payment;
terms for considering insured events;
terms for making insurance payments;
list of exclusions from insurance coverage.
The bidder must separately clearly indicate all restrictions or exclusions regarding insured events related to:
combat operations;
shelling;
missile attacks;
drone attacks;
mine danger;
terrorist acts;
emergency situations;
other events, related to the security situation in Ukraine.
If certain military risks are not covered, the participant must explicitly state this in his/her proposal.
